There is no need for asphalt plants or complicated and expensive equipment. A simple small concrete mixer will do just fine to manufacture cold mix asphalt yourself.

The mix ratio is 1 liter of the emulsion concentrate mixed with 30kg of 10mm gravel to cover 1 square meter at 10mm thickness.
